REEI is pleased to welcome our AY ’20-’21 Strategic Russian and East European Fellow Lieutenant Colonel (LTC) [Promotable] Steven J. Lacy to the Hamilton Lugar School and REEI. An Army Strategic Intelligence Officer from East Wenatchee, Washington, LTC Lacy entered active duty service in 1999. He is one of 77 officers enrolled in academic and language coursework this academic year at universities across the United States in partial fulfillment of their US Army War College Fellow educational requirements. He will be with REEI through May of 2021.
Prior to his arrival in Bloomington in mid-July, LTC Lacy was assigned to United States European Command (USEUCOM) Headquarters in Stuttgart, Germany, where he served as Chief of the Northern and Eastern European Intelligence Security Cooperation (ISC) Branch, responsible for promoting Intelligence integration, capacity and interoperability with over 25 nations. LTC Lacy’s previous assignments include: Chief, Executive Support Branch (J25) and Executive Briefer for senior officers of the Joint Staff, Pentagon; Chief of the Russian Military Forces and Russia Political-Military Branches at USEUCOM’s JIOCEUR Analytic Center (JAC), RAF Molesworth, UK; and Director of Operations and Team Leader for the U.S. Army’s Human Terrain System in Afghanistan.
LTC Lacy’s formal military education is extensive. He is a graduate of the Transportation Officer Basic Course, Logistics Officer Advanced Course, Command and General Staff College, Joint Foreign Area Officers Orientation Course, Strategic Intelligence Officers Course, Joint Military Intelligence Officer Course, Defense Strategy Course and the Joint and Combined Warfighting School. In addition, he holds master’s degrees from the George Washington University (Business) and the National Intelligence University (Strategic Intelligence), as well as a Juris Doctor from the College of William and Mary’s Marshall-Wythe School of Law. He completed an undergraduate degree in Russian at Brigham Young University and has accumulated multiple years of in-country experience in Ukraine and Belarus. LTC Lacy was also a high school exchange student in the Soviet Union.
